On Appeal from the First Judicial District Court, Parish of Caddo, Scott J. Crichton, Judge, presiding, No. 344,045. Appeal as to interest granted. Trial court judgment as to applicable interest is affirmed. Rick v. State, DOTD, La., 630 So.2d 1271 (1994); Hung Chi “Tim” Ly, et al. v. State of Louisiana, La., 633 So.2d 1223 (1994). Case is transferred back to the court of appeal for consideration of all other issues.
