699 So.2d 74 (1997) Kevin D. SMITH v. Terry TERRELL, Warden, Allen Correctional Center, et al. No. 97-CI-0640. Supreme Court of Louisiana. September 5, 1997. Writ granted. The court of appeal is ordered to reach the merits of relator's application so as to afford him reasonable access to the courts. See La. Const. art. I, sec. 22; *75 State ex rel. Johnson v.
