SULLIVAN, Judge. For the reasons assigned in Carla Rachal v. State of Louisiana, Department of Wildlife & Fisheries, et at, 05-576 (La. App. 3 Cir. 12/30/05), 918 So.2d 570 , 2005 WL 3579312 , the judgment of the trial court is affirmed. All costs of this appeal are assessed to the State of Louisiana, Department of Wildlife and Fisheries, and Kelly Fannin. AFFIRMED.
