PROYOSTY, J., concurs in the decree. 1-Ie does not concur in that part of the opinion which holds the ordinance to be invalid in so far as it provides for the issuance of a warrant authorizing the chief of police to enter premises suspected of being “blind tigers,” for the purpose of ascertaining the facts in that regard.
