In re James, Joey; — Plaintiff; Applying For Writ of Certiorari and/or Review, Parish of Calcasieu, 14th Judicial District Court Div. B, No. 2008-2514; to the Court of Appeal, Third Circuit, No. 10-399. Granted. The decision of the Court of Appeals is reversed and the judgment of the district court is reinstated. See Fulmer v. Department of Wildlife & Fisheries, 10-2779 (La.7/1/11), 68 So.3d 499 .
