ROGERS, Justice (dissenting). I respectfully dissent from the majority opinion and decree in this case. My reasons for dissenting herein will be found in my dissenting opinion filed in the case of Board of Barber Examiners v. Parker, 190 La. 214 , 182 So. 485 .
