In re: City of New Orleans applying for writs of certiorari, mandamus and prohibition. Writ refused. The judgment is correct. SANDERS, J., is of the opinion a writ should be granted to review this case, since the traffic ordinance of the City of New Orleans has been declared unconstitutional.
