In re: Jack L. Harris applying for writs of mandamus, certiorari and habeas corpus. As to Issue No. 2 the application is granted. The ruling is reversed and the case remanded to the trial judge for further proceedings in accordance with our decision in State v. Welkner and Tassistro, 259 La. 815 , 253 So.2d 192 , rehearing .refused October 28, 1971.
