In re: The State of Louisiana, Through the Department of Highways applying for certiorari, or writ of review to the Court of Appeal, First Circuit, Parish of Washington. 262 So.2d 397 . Writ denied. There is no error in the judgment of the Court of Appeal. McCALEB, C. J., SANDERS and BARHAM, JJ., are of the opinion that a writ should be granted.
