In re: Melrose Civic Association applying for Certiorari, or writ of review, to the Court of Appeal, First Circuit, Parish of East Baton Rouge, 306 So.2d 905 . Application denied. The application before us does not disclose error in the result. SANDERS, C. J., is of the opinion that a writ should be granted. BARHAM, and TATE, JJ., are of the opinion the writ should be granted.
