In re: Lawrence Watkins, applying for writ of certiorari. Parish of Orleans. Granted. The application is remanded to the trial court to consider the allegation of ineffective counsel. In view of the decision on appeal in State v. Watkins, La., 345 So.2d 45 , the prayer for an out of time appeal is moot.
