In re Edward C. Hobgood, et al., applying for writ of certiorari. Parish of E. Baton Rouge. 370 So.2d 1257 . Writ denied. Other than the issue remanded, La., 370 So.2d 1257 , we found (and find) no merit to the other assignments of error. The cost issue is de minimis. SUMMERS, C. J., would grant the writ.
