SWIFT, Judge. For the reasons this day assigned in the consolidated case of Brown et al. v. Louisiana Department of Highways et al., La. App., 373 So.2d 605 , we affirm the decision of the trial court at appellant’s costs. AFFIRMED. FORET, J., dissents with written reasons.
