In re Daniel Richard, applying for writ of certiorari or review, to the Court of Appeals, Third Circuit. Parish of St. Landry. 401 So.2d 1211 . Granted. The judgment of the court of appeal is reversed, and the appeal is reinstated. Walker v. Jones, 253 La. 908 , 221 So.2d 44 (1969); Messer v. Department of Corrections, 349 So.2d 1273 (La.1977); Mills v. Adams, 353 So.2d 1339 (La.1978); Wilson v. Schwegmann Bros., 373 So.2d 1309 (La.1979). WATSON, J., would deny the writ.
