In re State of Louisiana through the District Attorney, Harry F. Connick, applying for writs of certiorari and review. Parish of Orleans. No. 279-377. Denied. The district attorney has available to him the action for declaratory judgment in the civil court. MARCUS, and WATSON, JJ., would grant the writ.
