In re State of Louisiana, applying for writs of mandamus, certiorari, and review. Parish of East Baton Rouge. Nos. 7-80-669 and 7-80-668. Granted. The ruling of the district court on the motion to quash is reversed (see, State v. Morris, 397 So.2d 1301 , La.1981) and the case is remanded.
