In re State of Louisiana, through the Atty. General William J. Guste, Jr., applying for writs of prohibition, mandamus, cer-tiorari and other supervisory remedies. Parish of East Baton Rouge. 410 So.2d 285 . Granted. The ruling of the trial judge is reversed. The case is remanded for further action in conformity with the provisions of C.C.P. 1467.
