In re Herbert L. Sumrall, Director of The Department of State Civil Service, applying for certiorari, or writ of review. Court of Appeal, First Circuit. State Civil Service Commission. No. 2365. 424 So.2d 1040 . Granted. The court of appeal reinstated R.S. 42:1451 without deciding its constitutionality. The judgment here questioned is reversed and the case is remanded to the court of appeal to decide the constitutionality of R.S. 42:1451 in an opinion.
