DOUCET, Judge. For the reasons assigned in the matter entitled City of St Martinville v. Johnson, 465 So.2d 280 (La.App. 3rd Cir.1985), this case is affirmed. The plaintiff-appellant is to bear the costs of this appeal. AFFIRMED.
