In re Foster, David W.; applying for writ of certiorari and/or review; to the Court of Appeal, First Circuit, No. CA-85-0178; State Civil Service Commission, No. 3374. Prior report: La.App., 490 So.2d 1199 . Granted. The judgment of the Court of Appeal, holding that relator’s appeal to the Civil Service Commission had not been filed timely, is reversed. The case is remanded to the Court of Appeal to decide LSU’s appeal on the merits.
