YELVERTON, Judge. For the reasons discussed in the consolidated case of Allen Parish Water District # 1 v. City of Oakdale, 540 So.2d 564 (La.App. 3rd Cir.1989); the judgment of the trial court is affirmed; costs of appeal to be assessed to appellant. AFFIRMED.
