PER CURIAM. It is conceded by all parties to this litigation that the issues initially presented to the district judge are now moot. Since there remains no justiciable issue, this cause is hereby dismissed. The cost of this appeal is to be borne by the Inter-venor-Appellant. Appeal dismissed.
