GUIDRY, Judge, concurring. I agree with the opinion author that plaintiff-appellants are not entitled to declaratory relief. I would not reach or consider the merits of plaintiffs’ other claims as, in my view, such claims are clearly prescribed under the provisions of R.S. 33:3994.
