KING, Judge. For the reasons assigned in LeBlanc v. The City of Lafayette, 543 So.2d 1040 (La.App. 3 Cir.1989), the judgment of the trial court is affirmed. All costs are assessed to plaintiff-appellant. AFFIRMED.
