JOHN A. PATIN, Judge Pro Tern. For the reasons given in the companion consolidated case of Brown v. Department of Transportation, 604 So.2d 99 (La.App. 3d Cir.1992), the judgment of the trial court is affirmed at the cost of the appellant. AFFIRMED.
